Blackshear, Georgia Proposal Submitted for Wastewater Treatment Operations: In May U.S. Water Services submitted proposals, along with two other Utility Operating Companies, to the City of Blackshear. After the City completed review of the proposals, U.S. Water has received the highest ranking by committee members regarding proposal evaluation and past performance. This recommendation indicates that the City will begin discussion to define a Utility Operations and Maintenance Contract to be brought before the City Council for approval. Blackshear has recently had problems with its south treatment plant and is currently under GEPD consent order. The regulatory compliance issues led to the City’s consideration of outside help to get the wastewater operation in compliance with mandates set by the Georgia Environmental Protection Division (GEPD). As directed by the RFP, we submitted a proposal for four city services: Water, wastewater, public works and city administration. To initiate the contract services the City has decided to begin with Operations and Maintenance, and may engage the other three services at a later time.

| This week a facility start up team from U.S. Water Services Corporation returned from Mexico after successful completion of a WWTP startup. The team, lead by Ralph Amiott, provided mechanical startup services to Doosan Hydrotechnologies at the Blue Coast Energy facility. The facility converts liquid gas to LP gas and has storage capacity of 1 Billion sqare feet. Operator training was also initiated with a return support visit scheduled in the near future to assure continuous quality operation of the WWTF. Victoria Penick

Sioux City, Iowa Renews Administrative Oversight Contract |

| The City of Sioux City, Iowa has elected to continue the administrative review and contract oversight provided by U.S. Water Services in relation to the current wastewater operations contract in place. U.S. Water will continue the ongoing review of the delivery of operating contract services, and will also add management assessment directly on-site providing observation of operations procedures. Among other items of review, U.S. Water will assist the City with the analysis of the expected operating contractor presentation of the 5 and 20 year repair, rebuild, replacement schedules. The services provided by U.S. Water under the City agreement , engages our company to provide oversight of services provided by one of largest contract operating companies in the USA. Victoria Penick

Continued Assistance to the City of South Bay, Florida |

| Since May of 2007, U.S. Water Services has assisted the City of South Bay, Florida, by providing regulatory compliance management, relief operations, and completing urgent rehabilitation and replacement projects. U.S. Water is currently assisting the City with transition to the Palm Beach County water supply source. Connection to the County system will mitigate the need for the City of South Bay to rely on surface water resources, and remove the water quality challenges related to the surface water supply as well. U.S. Water will assist both the City and the County until transition is complete. Victoria Penick

The event was well attended and many persons from the City Government, local Engineering Firms, Local Residents and other Organizations intererested in Water and Wastewater Treatment Services were present. The contract to be awarded will extend for an initial period of 5 years. | The City of West Palm Beach, in conjunction with the Palm Beach County Health Department and Florida Department of Environmental Protection, recently requested U.S. Water Services Corporation to assist the City with ongoing water quality concerns. Recently the City Customers were placed on an extended boil water notice and the City was facing regulatory fines. U.S. Water Services mobilized our top experts to assist the City in relation to the need for an emergency system evaluation of the 47 mgd Clear Lake WTP and related infrastructure. Gary Deremer - U.S. Water President and Lead Technical Adviser, along with Mo Kader, P.E. - Director Engineering Services and G.J. Thabaraj, Ph.D. - Environmental Regulatory Specialist, presented at the City and were able to quickly locate infrastructure problems contributing to positive bacteriological laboratory results. An immediate report of findings has been provided to assist the City in moving forward with initiation of corrective measures. Subsequent to the evaluation, U.S. Water Services has been requested by the City to oversee the Water Treatment System and assist the City in ensuring the System is stablized. Victoria Penick
