Island Dunes Country Club – Wastewater and Reclaimed Treatment |

The Island Dunes Country Club has selected U.S. Water Services as the preferred contract operator to service the Wastewater and Reclaimed Water Treatment System located in Jensen Beach, St. Lucie County Florida. U.S. Water will provide utility operating services 6 hours per day, 7 days a week with weekly inspections to the associated 6 remote lift stations. The contact stabilization Wastewater Treatment Facility is permitted at 0.12 MGD with secondary domestic wastewater treatment consisting of two surge basins, two re-aeration basins, two clarifiers, one filter dosing basin, two gravity filters, a chlorine contact chamber, two digesters as well as six remote lift stations. Treated effluent meeting the effluent reuse limitations set forth in facility permit is captured in storage pond allowing a slow-rate public access providing water for irrigation to the Island Dunes 63 acre golf course. In conjunction with the planning of the Pasco County Government, The Aloha Utility System was purchased by the FGUA in February 2009. U.S. Water Services Corporation was selected by the FGUA as the preferred provider to operate and maintain the water, wastewater and reclaimed facilities, associated infrastructure and provide billing/collection services. Now known as the FGUA Pasco System, the Aloha Utility System – previously existed as the second largest privately held utility system in the State of Florida while serving 17,400 connections and a population of approximately 45,000. U.S. Water Services is assisting the FGUA and the County of Pasco in resolving publicized water quality problems that have plagued the system over many years. The system facilities are located and permitted within two service areas within southwest Pasco County known as the Aloha Gardens and Seven Springs service areas. The total system consists of 11 individual Water Treatment Plants with combined production of 4.0 MGD. The WWTF capacity totals 2.1 MGD with separate flow received direct by Pasco County totaling 0.48 MGD. The WWTF is an extended air treatment facility with mechanical screening and grit removal, effluent traveling bridge filter, 2.3 million gallons of reject effluent storage and 17.1 million gallons of total reclaimed water storage. Contract value totals approximately $26,000,000.00 covering an initial contract term of 5 years. Vicrtoria Penick

| In conjunction with the FGUA response to the Department of Defense Request for Proposal, U.S. Water Services Corporation has assisted the FUGA by providing a proposal for subcontract services to provide utility operating and maintenance services. The MacDill Air Force Base is located approximately eight miles south of downtown Tampa on the tip of the Interbay Peninsula in Hillsborough County, Florida and is surrounded by Tampa Bay on the south and west. Home to the 6th Air Mobility Wing, MacDill supports several organizations including the United States Special Operations Command, the United States Central Command and 14 additional tenant organizations and consists of 5,630 total acreage. MacDill AFB’s wastewater treatment collection system is composed of approximately 372,000 lineal feet of various sized pipe, 285 manholes, 57 lift stations, valves at various locations on the Main Base and one class B Treatment Plant. The water distribution system consists of two ground storage tanks, each with a capacity of 400,000 gallons, with water distributed throughout MacDill AFB through underground pipelines ranging in size from 4 to 20 inches. The entire water distribution system at MacDill AFB consists of approximately 403,000 lineal feet of distribution and service connection pipe, 290 hydrants, 469 isolation valves, 35 check valves and approximately 500 service lines. The distribution system also includes two elevated storage tanks (water towers) – with total storage capacity of 750,000 gallons. Should the FGUA proposal be shortlisted, U.S. Water Services will undergo a stringent business operation evaluation process equal to the FGUA prior to possible contract award. Victoria Penick

Marathon - Florida Keys, New Contract Award |

The City of Marathon, Florida awarded an O&M contract to U.S. Water on 09/01/08 by way of open response to a request for proposal.U.S. Water was one of three bidders for the contract.We thank Scott Lewis, Donny Jaynes, Julia Sawyer and Melissa Rotteveel for their great efforts to secure this contract, which was also assisted by the reputation maintained by the staff “on the ground” providing critical services in the Keys area. The Florida Keys have been designated as an "Area of Critical State Concern" by FDEP and as such are under intense scrutiny from the State regulatory bodies and require a high level of operator knowledge to meet all of the additional requirements imposed by the State relating to wastewater systems in that area. U.S. Water Services Corporation evaluated the operational needs and requirements of the various service areas included in the City of Marathon wastewater utility operations; devised a staffing plan that provides FDEP required coverage and takes full advantage of economies of scale that our established local presence allows us to offer the City. USWSC employs talented fulltime Florida certified operators and maintenance/residuals technicians which are permanently stationed in the Florida Keys. Among many other sites, we also operate the Plantation Key Colony WWTP on behalf of the Village of Islamorada, which treats wastewater from North Plantation Key and several other communities that are in the process of tying into that facility. | This week a facility start up team from U.S. Water Services Corporation returned from Mexico after successful completion of a WWTP startup. The team, lead by Ralph Amiott, provided mechanical startup services to Doosan Hydrotechnologies at the Blue Coast Energy facility. The facility converts liquid gas to LP gas and has storage capacity of 1 Billion sqare feet. Operator training was also initiated with a return support visit scheduled in the near future to assure continuous quality operation of the WWTF. Victoria Penick

Sioux City, Iowa Renews Administrative Oversight Contract |

| The City of Sioux City, Iowa has elected to continue the administrative review and contract oversight provided by U.S. Water Services in relation to the current wastewater operations contract in place. U.S. Water will continue the ongoing review of the delivery of operating contract services, and will also add management assessment directly on-site providing observation of operations procedures. Among other items of review, U.S. Water will assist the City with the analysis of the expected operating contractor presentation of the 5 and 20 year repair, rebuild, replacement schedules. The services provided by U.S. Water under the City agreement , engages our company to provide oversight of services provided by one of largest contract operating companies in the USA. Victoria Penick

Continued Assistance to the City of South Bay, Florida |

| Since May of 2007, U.S. Water Services has assisted the City of South Bay, Florida, by providing regulatory compliance management, relief operations, and completing urgent rehabilitation and replacement projects. U.S. Water is currently assisting the City with transition to the Palm Beach County water supply source. Connection to the County system will mitigate the need for the City of South Bay to rely on surface water resources, and remove the water quality challenges related to the surface water supply as well. The event was well attended and many persons from the City Government, local Engineering Firms, Local Residents and other Organizations intererested in Water and Wastewater Treatment Services were present.
