Turning Around Troubled Industrial Pretreatment Facility Operations

Industrial facility

The Challenge

When industrial wastewater pretreatment facility operations break down, the consequences can ripple across production, compliance, and tenant relationships. In 2022, a large industrial property in South Carolina was facing serious operational setbacks at its wastewater pretreatment facility. The system, which serves multiple manufacturing and warehousing tenants, was struggling to meet city discharge limits.

A newly installed ultrafiltration system intended to modernize operations repeatedly failed without a clear cause. Production bottlenecks, unplanned downtime, and costly maintenance had become the norm. To make matters worse, years of missing operational records left the client vulnerable as their industrial discharge permit approached renewal. With no reliable documentation, no clear maintenance history, and increasing pressure from city officials, the facility risked noncompliance penalties and potential business disruption.

The client needed a partner who could step in quickly, diagnose and resolve technical problems, rebuild trust with regulators, and restore full operational capability — all while maintaining service to multiple tenants.

The Solution

U.S. Water immediately mobilized a cross-functional team to stabilize the industrial pretreatment facility operations and address the root causes behind its ongoing failures.

  1. Restoring Plant Capacity: Within days of taking over operations, US Water’s Technical Group initiated an intensive, around-the-clock membrane cleaning campaign. This restored the ultrafiltration system’s lost capacity and resumed full treatment flow. Optimization work that followed cut the system’s cleaning frequency dramatically — freeing up 2–3 days of operator time per week.
  2. Recovering Compliance Records: Recognizing the importance of credibility with the regulatory agency, the project manager worked directly with city officials to obtain missing operational and sampling records. These were reconstructed and organized into a complete compliance history, then transitioned into U.S. Water’s secure Process Control & Monitoring (PC&M®) digital recordkeeping platform. This proactive step satisfied city requirements and impressed inspectors during the facility’s next audit.
  3. Diagnosing Hidden System Failures: The U.S. Water troubleshooting team uncovered multiple programming and communication faults within the control network that had contributed to repeated equipment failures. Partnering with the original equipment manufacturer, the team corrected control logic issues and upgraded networking hardware to allow remote monitoring of alarms and process data.
  4. Improving Safety and Reliability: Corrosion and chemical handling risks were identified and eliminated by redesigning chemical storage and feed systems. U.S. Water implemented proper secondary containment, segregated process and electrical areas, and improved ventilation and spill prevention safeguards — protecting both equipment and personnel.

The Results

Through this focused comprehensive technical and compliance recovery plan, the industrial pretreatment facility operations were stabilized, its discharge permit successfully renewed, and day-to-day operations simplified for the property owner and tenants.

Today, the site operates efficiently, safely, and in full compliance with local discharge limits. U.S. Water’s reputation for technical expertise and transparency also helped the facility secure a rare, flexible Centralized Wastewater Treatment (CWT) permit—the first of its kind in the region.

Three years after taking over operations, the client renewed their agreement with U.S. Water for another term, a clear sign of trust and satisfaction. From crisis to compliance, this project shows how U.S. Water delivers lasting value through expertise, communication, and partnership.

“The U.S. Water team has been invaluable in not only ensuring we are able to service our tenants’ needs but significantly reduced costs and waste. The reputation of Adam and his team was the driving factor in obtaining the special permit that is not granted to anyone else in our area. The decision to bring U.S. Water on board and entrust our WWTP operations paid off immediately.”
